What is a Display Energy Certificate?

The certificate will show the energy performance of a building based on its energy consumption data which has been recorded from the last 12 months. The rating is an operational rating, unlike an EPC which provides an asset rating. The rating is shown on a scale from A to G, A being the highest rating representing a building with low CO2 emissions and G ratings which signify the highest in CO2 emissions.

The ratings are based on the amount of energy which has been consumed over the previous 12 months and is benchmarked against a typical build of the same size. The operation value of a typical building is 100, so a value of 0 shows a zero-carbon building and a value of 200 shows twice the typical CO2 emissions.

What is the process of obtaining a DEC?

The assessor will conduct a site visit so that the building dimensions can be measured and any available information relating to the building fabric, lighting and HVAC can be assembled. The assessor will also require 12 months of energy bills. When a Display Energy Certificate is renewed the following year, the assessor may not need to conduct a further site visit if the building has not changed in any way. Written confirmation of this will be provided to the DEC assessor and the assessor who is providing the assessment. Once the DEC is complete, you will receive a copy of the certificate, it will also be logged and available to download here.

Where a building is partly occupied by a public authority it is the responsibility of that public body to arrange and display a DEC. Other private organisations within the building do not need to display a DEC.

For buildings with a total useful floor area of more than 1,000m2 the DEC is valid for 12 months and the accompanying Advisory Report is valid for 7 years. Where the building has a total useful floor area of between 250m2 and 1000m2 the DEC and Advisory Report are valid for 10 years.
